Version 3.1 introduced a bug with PayPal where users were required to enter the full shipping address in order to process a transaction. To bypass the error and process transactions, you must enter something (anything) in all the shipping address fields. 3.2 is coming out soon which will fix this error. Sorry for the trouble!
